RS Mineral Extraction & Refining LLC was founded in May 2026 with a clear mission: to unlock the energy potential of the Texas Valley through responsible, safe operations and a long-term vision.
Founded by Ramiro Salinas —an entrepreneur from Nuevo Leon, Mexico— the company is headquartered in Austin, Texas, and focuses its operational activity in the untapped areas of the Valley, near the U.S.–Mexico border.
In our initial phase, we concentrate on the extraction of natural gas and crude oil, applying modern techniques that maximize efficiency while minimizing our environmental footprint.
Our roadmap envisions, within an estimated five-year horizon and subject to the necessary permits, the construction of our own refinery. This facility will transform the crude obtained from our wells into high-quality fuels for the regional market, allowing us to control the entire value chain and generate a lasting economic impact in the community.
